It lasted for about two hours on Monday, March 10th, 2025, at 4:30pm at a special meeting of the Lincoln County Administrative and Legislative (A&L) Committee. As most of it took place in closure sessions, the broker signed to promote the sale of Pinecrest Nursing Homes and directed them to continue negotiations with interested parties. The A&L Commission then took formal steps to suicide Lincoln County Supervisor Donald J. Dunphy (and former Lincoln County District Attorney) for obstructing contracts with Lincoln County and Buyer Merrill Campus, LLC and Senior Management, Inc.
The sale of the nursing home was scheduled to close between the parties on June 30, 2024, but on the mutually extended deadline of September 30, 2024, the asset purchase agreement was cancelled on June 28, last year.
Meeting details
The committee moved to a closed session after calling the meeting at 4:30pm with the County Commission Chairman and A&L Commission Chairman Jesse Boyd. A&L Committee members: Angela Cummings, Ken Wickham, Lori Anderson Malm, Marguerite Liskawa and Greg Hartwig. Lincoln County Corporation Attorney Karry Johnson; Lincoln County Management Coordinator Lenny Kruger. and brokers selected by the committee to promote the sale of Pinecrest Nursing Home, Marcus & Milichapp, all attended. DePassé made the move, and Wickham supported the motion to enter a closed session, and passed unanimously in a roll call vote. Other Lincoln County Commission supervisors were also invited to the closing session portion of the meeting. The closed session was invoked in accordance with the law intended to deliberate or negotiate the “purchasing public funds, investment in public funds” for the purposes of updating from the broker and reviewing letters of intention to sell Pinecrest nursing, where there is a need for reasons to competitively or negotiate the implementation of a particular public business.
After more than an hour of deliberation, the meeting was recalled to an open session on a motion from Julie DePassé.
Chairman Boyd announced that there will be no movement coming out of the closed session. However, the brokers were instructed to continue negotiations with stakeholders. He called for a 10-minute break, re-turned and recalled to an open session, and a second closed session was awarded with the aim of “WIS.” A Pine Crest Nursing Home sale agreement by Donald J. Dunphy and (3) Wisconsin tax group lawsuit have been filed against all counties and the city of Milwaukee. ”
DePassé made a move favored by Cummings in a closed session involving Kruger and Johnson. It was passed unanimously by audio voting.
Almost an hour later, the A&L committee was once again reunited with an open session on a motion from Liskawa and an unanimous audio voting.
This time, the committee has taken formal action. DePasse directed the Lincoln County Corporation's attorneys on a solution to allow the lawsuit to commence against Donald J. Dunphy and filed a lawsuit for initial convenience over illegal interference in a contract with regard to the sale of Pinecrest Nursing Homes. Motions made by audio voting before the meeting was postponed to 6:40pm
