Investigating troubled home care programs switching from the New York Senate

New York State Senate lawmakers will hold a Senate hearing on July 9th to look at the rise in issues related to the overhaul of the state's $9 billion home care program, according to a recent legislative update. Since April, management of the Consumer Personal Assistance Program (CDPAP) has moved to Public Partnerships LLC only, causing widespread disruption.

The transition ordered by Gov. Kathy Hochul eliminated more than 600 intermediaries, causing payroll issues, loss of care and bid claims. Senators Gustavo Rivera and James Scorfes will lead the investigation and say the hearing will guide future laws. Some issues have been alleviated, but many workers remain unpaid.

Officials defend the move as a financially necessary move ahead of the expected federal Medicaid cuts, but critics have argued that the development is not being handled properly. Legal challenges are ongoing, and injunctions are delaying full implementation.
