A national poll commissioned by the National Alliance for Home (The Alliance) found that 70% of Americans oppose the Centers for Medicare & Medicaid Services (CMS) 2026 Medicare Home Health Proposal Rules, reducing Medicare's home health funds another $1.1 billion in 2026.
According to the alliance, a poll conducted by research consulting firm Fabrizio Ward found strong bipartisan opposition to the proposed cuts. A full 91% of voters believe that home health services must be available if Medicare patients need additional medical assistance, and 73% of voters say cutting Medicare home health services will harm patients and legitimate health providers.
“The outcome sends a transparent message. Americans want more home-based care and it's important to preserve access to care, not less,” Dr. Steve Landers, CEO of the Alliance, said in a statement. “Reducing home hygiene doesn't save money. It hurts patients, worsens outcomes, and increases taxpayers in the long run.”
The polls revealed some differences in respondents' opinions based on political affiliation. Of those who voted for former Vice President Kamala Harris, 87% opposed the rules for home hygiene proposals, and 53% of those who voted for President Donald Trump opposed it. Among swing voters, 66% opposed the rules.
Overall opposition to the CMS proposal shows that Americans view home care as essential to keeping them safe at home, reducing costs and alleviating pressure on overloaded hospitals and emergency departments.
“These numbers should be suspended for all lawmakers,” Dr. Landers said. “Patients want to recover in their safest places at home. It's time to protect Congress working and stop bleeding from home care. Lawmakers have the opportunity to save lives, cut costs, enjoy overwhelming bipartisan support, and protect programs that reflect the clear will of Americans.”
The alliance urged Congress and CMS not to finalise the proposed payment cuts, and worked with providers to modify their approach and enhanced access to home care rather than weaken it.
