BARTHTO, FL (April 28, 2025) – The Citizen Healthcare Oversight Committee (COC) met on Friday, April 25th for the annual retreat. COC monitors spending on poor healthcare sales Surtax funds that fund local healthcare access programs such as the Polk Healthcare Plan.
“Today's goal is to develop and discuss situational awareness about the challenges, opportunities and other factors that affect access to health care in Polk County,” said Joy Johnson, Polk County Health and Human Services Manager. “Feedback from COC will take into account strategic spending plans and future healthcare planning investment strategies.”
Committee members were informed of financial health updates for the Poor Healthcare Sirtax Fund, discussions on the Pork County Community Health Investment Project, and contract and operational updates from health and human services staff.

The COC also received a preview of a new website that Polk County is developing with funding from the Department of Substance Abuse and Mental Health Services. This website will be launched in May 2025, compiling resources for behavioral health and substance abuse treatment in Polk County.
In her closing comments, committee chair Stacey Campbell Dominek, president and CEO of CareerSource Polk, thanked the group for their experience and perspective for contributing to the conversations of the day.
