Montgomery County-based home health agency owner and 19 others charged in multi-million dollar Medicaid fraud scheme

HARRISBURG — Attorney General Michelle Henry announced that a Montgomery County-based home care agency, its operator and 18 others have been indicted on charges that they defrauded the Medicaid program out of millions of dollars.

Stephanie Mobley owned ComfortZone Home Health Care, LLC, a Barra Cynwyd-based Medicaid provider authorized to provide personal assistance services to eligible beneficiaries. According to an indictment filed by the attorney general's office, Mobley, his daughter Naya Campbell, Mobley's second-in-command, and others subverted the program by filing claims for reimbursement for services not provided. They conspired to extort money.

All 20 defendants are charged with Medicaid fraud, theft by deception, receiving stolen property, tampering with public records and conspiracy.

Many of the defendants are relatives of Mr. Mobley. All 20 defendants were scheduled to turn themselves in and be arraigned this week in Montgomery County Court.

“Medicaid is intended to help vulnerable people in our commonwealth, not to line the pockets of those who knowingly take advantage of it,” said Attorney General Henry. “Every dollar stolen from the Medicaid program deprives needy individuals and families of funds that could pay for needed services.”

The charges were filed after a two-year joint investigation by the Pennsylvania Attorney General's Office's Medicaid Fraud Unit and the FBI. The investigation also received assistance from U.S. Customs and Border Protection. The case culminated in statements from the 50th Statewide Investigative Grand Jury recommending charges.

All of those charged include Mobley, 52. Jasmine Mobley, 66 years old. Willie Marks, 49 years old – all King of Prussia. Campbell, 29, of Audubon. Dwayne Marks, 50 years old. Barbara Thomas, 45 years old. Travis Thomas, 42 years old. Tayseem Thomas, 23 years old. Leon Montgomery, 36 years old. Sierra Campbell, 25 years old. Dominic Mobley, 56 years old. Jasmine Bollers, 37 years old. Tiffany Hogans, 34 years old. Antonio Gay, 34 years old. Michael Danson, 28 years old. Anaja Danson, 23 years old. Chelsea Peoples, 27 years old. Sabrina Grace, 29 years old. Quamir Oliver, 29 years old. and Tiara Broaddus, 29, all of Philadelphia.

Mr. Mobley, Mr. Campbell and Barbara Thomas have also been charged with corrupt organization charges. Dominic Mobley, Antonio Gay, and Tiffany Hogans are also charged with perjury.

The alleged crimes occurred between 2020 and 2023.

These cases are being prosecuted by Deputy Attorney General Benjamin McKenna. The defendant is presumed innocent unless and until proven guilty.

The Pennsylvania Medicaid Fraud Enforcement Agency receives 75 percent of its funding from the U.S. Department of Health and Human Services in grants totaling $12,839,940 for federal fiscal year (FY) 2025. The remaining 25 percent, or a total of $4,279,979 for fiscal year 2025, is from Pennsylvania.
