The European Bank for Reconstruction and Development (EBRD) promotes high healthcare standards and supports the implementation of public-private partnership (PPP) models. KazakhstanContributed to the country's healthcare sector by arranging a €365 million financing package provided by six financial institutions for the construction and operation of a 630-bed general care hospital in the city of Kokshetau.
The funding, which includes EBRD's own financing of EUR 105 million, will be provided to EBRD's subsidiaries based in Kazakhstan. Ronesans Holding of Turkiye – A long-standing EBRD client active in the construction, real estate, infrastructure, healthcare and energy sectors in 30 countries.
This project will be co-financed through parallel financing of up to a total of 2,000 yen. EUR260 million provided Asian Infrastructure Investment Bank (AIIB), German investment corporation DEG, Islamic corporation for private sector development (ICD), proparcoa subsidiary of the French Development Agency, Kazakhstan Development Bank (DBK).
This first PPP in the healthcare sector in Kazakhstan and Central Asia is a greenfield development of a 110,000 square meter facility that will serve more than 730,000 people living in the city of Kokshetau and the wider region of Akmola.
According to the PPP contract, the private partner will be responsible for facility maintenance and operation of the digital hospital information management system (HIMS). HIMS, which is available around the clock, will become a benchmark for the digitalization of the healthcare sector in Kazakhstan. Medical services are provided by: Tural Healthcarea state-run, non-profit national health care provider.

The new hospital aims to achieve a 'Silver' rating in Leadership in Energy and Environmental Design (LEED), a green building certification program that recognizes best-in-class building strategies and practices. We also aim to obtain corner Water and energy saving certification.
To date, the EBRD has invested €10 billion in 330 projects in Kazakhstan, with most of the funds supporting private entrepreneurship.
